The Regional Initiative for the Assessment of Climate Change Impacts on Water Resources and Socio-Economic Vulnerability in the Arab Region (RICCAR) is an outcome of a collaborative effort between the United Nations and the league of Arab States (LAS) and respective specialized organizations to respond to the request of the Arab Ministerial Water Council and the Council of Arab Ministers Responsible for the Environment to deepen the understanding of the impact of climate change on water resources and its associated implications for socio-economic vulnerability in the Arab region. The Regional Initiative aims at assessing the impact of climate change on freshwater resources in the Arab Region through a consultative and integrated assessment that seeks to identify the socio-economic and environmental vulnerability caused by climate change impacts on water resources in the Arab region.
To develop a clear picture of the current state of freshwater resources and climate in the Arab Region based on a common set of indicators and methods. It will be implemented through:ï‚§ Collection of baseline information on water & climate ï‚§ On-line accessibility to IWRM Plans & UNFCCC Communications ï‚§ Establishment of a regional knowledge hub for climate and water resource information and modeling in the Arab region.
To review of existing global circulation models (GCMs) and selection of one to two regional climate models (RCMs) for application at the level of the Arab Region that can be suitably downscaled and incorporate hydrological modeling and scenario development to serve as the analytical basis for conducting the vulnerability assessment. It will be implemented through: ï‚§ Conduct of Integrated Assessment ï‚§ Incorporation of extreme events analysis on assessment of climate change impacts ï‚§ Support for National Disaster Losses Databases in selected Arab Countries
Institutional strengthening and capacity building in knowledge management, modeling, impact analysis, and vulnerability assessment, with focus given to working through existing networks on climate change to enhance capacity in these areas. It will be implemented through:ï‚§ Improved capacity and institutional networking for climate change and water resource monitoring and adaptation (SIDA funded.ï‚§ UNEP/ROWA assisting countries with their national climate change communications
