The Use and Importance of Gender Sensitive Data and Information within UNICEF.
Brief:
The purpose of this paper is to outline the use and importance of gender sensitive data and information within UNICEF. The paper has strived to answer two main questions: 1) Why UNICEF has an imperative to work with gender sensitive data and information, 2) What are the information needs related to a comprehensive understanding of complex realities including its gender dimension?
The paper outlines the conceptual framework that is provided by the Convention on the Rights of the Child (CRC) and the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). It is argued that the principles enshrined in the two conventions demand a comprehensive approach to a) monitoring the fulfillment of children and women rights, and b) identify and analyzing structural, underlying and immediate causes of why these rights are not, or only partially, fulfilled.
The gender dimensions of these causes need to be captured in full. The paper discusses the information needs related to monitoring the situation on children and women from a rights perspective and the measurement challenges associated with these needs.
