Brief: The youth of Jordan are the theme of the first Jordan Human Development Report as youth will long remain a defining characteristic of Jordanian society and economy.The report addressed the status of youth in relation to education, health, and employment, and has broadly defined “ youth ” as people aged 15-29, who account for 31.4 percent of the total population, and 54.2 percent of the population over 15 years of age (1997). Young Jordanians aged 15-24 years share common challenges as they make transitions from adolescence to adulthood, from dependence to independence, and from being recipients of societys services to becoming contributors to national economic, political, and cultural life. The capacity of these young Jordanians to contribute to national development and to compete in the global economy will determine whether Jordan remains a low middle income country or joins the ranks of the worlds advanced economies.

Activity Title 2: Assistance of the Higher Council for Youth and Youth and Sports Fund in the Development of the Youth Sector in Jordan.  
Objectives/Goals: This project aims at institutional building of the Higher Council for youth and the National Youth and Sports Fund through:
1. Initiating the preparation and adoption of a national strategy for youth and a fund strategy encompassing the varied socio- economic and recreational dimensions pertinent to all partners;
2. Assisting in the review and amendments of legislations, which will strengthen the basis of an effective Higher Council for Youth and Youth Fund with the requisite process and responsibilities;
3. Enabling youth centers and the youth Fund to present socio-economic demands of youth, through a focused and responsive structure based on enhanced and proactive capabilities and programs;
4. Bringing the concerned officials within the Higher Council for Youth to meet with their counterparts abroad to study and better understand the working procedures in similar bodies;
5. Establishing a unit at the Youth Fund capable of providing advice on investment decisions;
6. Provision of needed international and national expertise;
7. Enhancing information and experience sharing as well as networking.
 
Brief: 1. Within the above programme UNDP is providing technical assistance and support to the implementation of the programme. Formulation of a national strategy for youth is a priority that will be complemented by institutional strengthening and capacity building activities;
2. Within the above programme a national youth strategy will be prepared in accordance with world conventions and best practices;
3. ESCWA has played a key role in the formulation of The Programme of Action for Youth 2002-2006, by fielding a regional adviser on the issue of youth, and has proposed areas of intervention and initiatives to enhance the role of youth in development;
4. Under the new technical assistance programme, a national youth strategy will be formulated with the participation of all stakeholders, governmental and non-governmental organizations. It is envisaged that the role of youth centers will be enhanced to address the needs of the youth and the possibility of establishing Jordanian youth corporations to be initiated within developing local communities.
