" There are currently no specific budget allocations or budget lines in Lebanon for e-government activities, central or otherwise. This puts the onus of finding funds for any e-government activities on government institutions. In many cases, funding the development and/or upkeep of a Website is highly contingent on the ministers or the director generals desire to have a Web presence. For the same government institution, a Website may be very well funded during one administration and severely under funded when that administration is changed. "
