" The Kingdom of Bahrain has been a leader in middle-east in terms of partnering with the private sector to deliver benefits to the general populace. The Supreme Committee for Information and Communication Technologies which spearheads the eGovernment program regularly invites private sector participation while the TCICT also has members from the business chamber, Non Government Organizations and the private sector. Development of the national eGovernment portal in partnership with Batelco is a shining example of the same. In telecommunication sector, TRA has set out its policies after extensive consultations with private sector. A voice of business survey was conducted and expectations and aspiration of businesses in Bahrain were captured even while drafting the eGovernment Strategy. Kingdom has graduated to a level where major projects such as customs and ports are being conducted on a BOT (Build Operate Transfer) model. "
