" If the definition of “most important e-government services” is “government transactions that would be of most interest to the public”, then the list below would be most indicative. It is based on a survey of the number of enquiries - per transaction – received by the Lebanese government information and forms portal (www.informs.gov.lb). The list compiles the top 15 transactions. Offering these transactions online would go a long way towards simplifying the lives of the Lebanese citizen.

If, on the other hand, e-government services encompass a much larger definition, I believe that one has to start with the basics:
1. creating an electronic ID for all citizens to enable them to securely access and use online transactions and services. This would require the enactment of legislation that would legalize electronic signatures and that would protect the citizen against cybercrime;
2. enabling online payments as many government services carry a fee;
3. creating “access centers” that would also act as electronic one-stop-shops for those citizens that do not have or cannot afford a computer and/or an Internet connection.
