" 1- In the first place, the government must support the e-government initiative and endorse the work that will be done in addition to securing funds.
2- Stakeholders from the public sector in terms of government agencies and ministries must be on board of the team who will be responsible for making the strategic decisions pertaining to the e-government.
3- Raising awareness campaigns must take place for the public sector stakeholders (who must also be the decision makers) to the value of e-government and where collaboration and communication will ensure its success.
4- Raising awareness regarding the security and ownership of data meaning that the owners of the data will always be the owners and that the needed data will only be allowed to circulate amongst the government agencies.
5- Setting responsibilities and goals by the e-government team and getting the endorsement by the council of ministers for the government agencies and ministries to achieve strategic objectives for the public sector where all public agencies and ministries will have to cooperate to reach them.
