" This is discussed in some detail as part of the answer to Question 3 (adopting clear indicators and publishing them). This tells What Kuwait expects to offer the citizen to encourage their increased involvement but it does not necessarily say How that process would be achieved. The English proverb says that You can lead a horse to water but you can not make it drink. However, the citizens here (again as stated by George Younes) are already thirsty for information especially if it is coming at them via their ubiquitous mobile phone technology.

The most urgent action needed for e-government to enter fully in the TRANSACT stage (and this is planned and under development) has to be the introduction of full on-line payment for government services. The government e-pay system has been partially implemented with the Ministry of the Interior for fine payments. Thus we show these functions as Interact capable.
