" This is the responsibility of Central Agency for Information Technology (CAIT) and CAIT has a primary responsibility for the fostering and endorsing of the e-Government initiative. There is nothing that can not be changed if there is shown to be a valid reason for change but we would not revise policy just for the sake it. This starts with and therefore definitely includes the terms of reference for CAIT itself. The needs expressed by Question 2 (develop the synergies and collaboration between government agencies) goes directly to the creation, development and maintenance of CAIT. The creation of CAIT and the restructuring that is necessary for its creation should underline the commitment of the Kuwait government towards such synergy and collaboration. These energies are in no way limited to e-Government and thus on-line interaction. "
