" Thand you for your comment. However, it did not struck on the basic idea; i.e to solve the problems of the synergies (commitment to change and ICT literacy) between government agencies, their is a need for leadership. This leadership should be exerted by a central agency, taking its leadership from the highest authority in the state. Of course, the implementation has no meaning if it is not client driven (see recommendtaion 1). "
