Guiding and coordinating the planning of the ESCWA programme of work, including preparing the Strategic Framework and programme budget; and planning, certifying and managing the effective and efficient use of budgetary resources.

Planning, guiding and assisting in the development of ESCWA technical cooperation programmes, managing technical cooperation trust funds and overseeing relations with donor Governments and agencies.

Monitoring and evaluating ESCWA programme implementation and budgetary performance, including the delivery of technical cooperation activities and regional advisory services.

Ensuring multidiscipline in the work of ESCWA, interregional cooperation between regional commissions, and inter-agency cooperation between United Nations agencies at the regional level.
