IRAQ

18-27 January, 2002

ESCWA advised the Ministry of Planning in Iraq on the creation of technology incubators. The primary objective was to relate R&D outputs of universities and industries to the production and services activities in Iraq. The Ministry suggested it formulate a cooperative agreement with ESCWA and UNDP.

ESCWA recommended that:

A technology incubator network be created;
Each technology incubator be specialized in one line of service or industry;
A group of experts be established to draw the draft mandate;
Venture Capital should be created.

20-27 December, 2002

By request of the National Committee for Technology Transfer (NCTT) in Iraq and the UNDP, ESCWA advised on administrative aspects and elaborated on a project document for the implementation of a Technology Incubator.

   

LEBANON

14 January,

14 February & 10 March, 2002

ESCWA advised the University of Balamand, Lebanon, on methodologies needed to link scientific research conducted by the university and the development process in Northern Lebanon in particular, and in Lebanon and the region as a whole. It was recommended that the creation of a technopole would enable this linkage.

12 June, 2002

ESCWA conducted follow-up discussions to earlier recommendations on the creation of a technopole at the University of Balamand.

Throughout 2002

The Lebanese National Council for Scientific Research in Lebanon approached ESCWA to prepare a national S&T policy and to establish a technology incubator. Following discussions, the first draft of the S&T policy was submitted and an initial project document for the incubator was drafted.

   

SAUDI ARABIA

16-21 March, 2003

ESCWA advised the Chamber of Industry and Commerce in Saudi Arabia on the establishment of a technology incubator for the private sector, and produced an initial project document.

   

SYRIA

Throughout 2002

ESCWA is working with the Syrian Scientific Studies and Research Centre to reform a study on the creation of a technology park in Syria, and has proposed an initial project document on the issue.

   

UNITED ARAB EMIRATES

4-12 October, 2002

The UAE University in Al-Ain requested technical assistance from ESCWA in revitalizing scientific partnership among universities, research centres and institutions. As a result, a report was submitted with suggestions for precise implementation mechanisms.

25-30 April, 2003

Subsequent to earlier discussions, ESCWA provided follow-up recommendations to the UAE University, and also participated in the Fourth Annual Conference for Research. The issues of a portal of R&D institutions and activities, an incubator for commercialisation of university R&D outputs, and virtual laboratories were discussed. Outcomes of these follow-up discussions rendered mechanisms for linking higher education and R&D institutions closer to the economy in the Gulf countries, and modalities for promoting R&D at the UAE University.
